Linguistically, the word hajr comes from Arabic, hajaro – yahjuru – hajron which means leaving (at-tarku), turning away (al-i'rodh), severing (al-qoth'u) and holding (al-man'u) .

As for sharia terms, the word hajr does not have a special meaning other than the meaning of the language, unless it is endorsed (relyed on) a certain word. Therefore, the term hajr in Islamic law has various meanings, depending on the leaning.

And in particular, if the word hajr is based on assets, then the intention is to withhold assets owned by certain parties so that they cannot be used for a certain reason. The party holding the property is called the haajir and the party whose property is being held is called al-mahjur 'alaihi.

In al-Mausu'ah al-Fiqhiyyah al-Kuwaitiyyah, the term hajr property is defined as follows:

Withhold from using the property owned by the owner (mahjur 'alaihi), whether the detention is for the benefit of the other party, or for the benefit of the owner of the property itself (al-mahjur 'alihi).
