You have to grant WRITE_SECURE_SETTINGS permission:
$ adb shell pm grant me.lucky.aodify android.permission.WRITE_SECURE_SETTINGS
Permissions:
* NOTIFICATION_LISTENER - turn on AOD on notification
* WRITE_SECURE_SETTINGS - control AOD
