​​Culture is an essential tool for the development and progress of communities

The goal of cultural, scientific, artistic and literary production is to inculcate certain values and ideals and help shape the lives of communities. This is why innovators in the field of culture and science deserve a high status and the appreciation and respect for their important contributions to the development of society. Moreover, the attention given to these creative talents reflects the awareness and futuristic vision of the society.

Furthermore, the attention given by the leadership of the country to scholars, researchers and artists stems from the belief that the elites should receive greater recognition of their works and achievements in the various fields of science, art and literature, and that another step forward should be done to nurture the scientific and cultural awareness of people.

As developments in the structure of the Qatari society require the establishment of an appropriate scientific and cultural environment, and in recognition of the contribution of promising researchers and artists to the building of the State of Qatar, HH the Emir issued the law 11/2003 to establish the Appreciative and Incentivizing State Awards on Sciences, Arts and Literature. His Highness also allocated to the Ministry of Culture, Arts and Heritage the task of defining the procedures for the implementation of the State Awards as stipulated in the articles of the said law.
