It is produced to popularize the texts of the laws of the DRC.

When the law is published it becomes enforceable against everyone.

Article 62 of the Constitution of the Democratic Republic of Congo states: “No one is supposed to be ignorant of the law. Everyone is required to respect the Constitution and comply with the laws of the Republic.”
