RoadGuard is owned by Centraal Beheer. You don't have to be a customer to use the app. It's for everyone and it doesn't matter who you are insured with.

What does it cost?

Nothing, the app is free for everyone.

You only pay for the use of the mechanic and any parts. You pay afterwards. You can pay via iDEAL.
