Notice Board Functionality updated.
1. Search function in notice Board
2. Noticeboard Create and Display has same look and feel
3. Circular , class Diary and Syllabus can be created
4. Possible to send to everyone , some class or staff
5. Filter notices by class
6. Automatic addition of class names in description
7. Simpler Create UI
8. Hint automatically hides after 5 seconds
9. Sorted by expiry date as well as description
10. Old notices can be displayed by changing the filter date
