The State Development Plan 2011-2017 of the State Government of Coahuila de Zaragoza, in its objective 1.4 "Government Innovation" mentions the establishment of a permanent policy of innovation and continuous improvement of the processes of state government, and administrative simplification States and Municipalities

Strategies 1.4.2 and 1.4.3 states that should optimize the use and exploitation of information technology and communications to improve and streamline the processes of state governance. So with this you can simplify and reduce the number of procedures related to the services provided to citizens and state and national entrepreneurs.

With the publication on 10 May 2013 of the Law on Regulatory Improvement for the state of Coahuila de Zaragoza, in Chapter IV of the Single Registry of Administrative Procedures, Article 33 designates the Department of Control and Accountability for create, design and manage the electronic file containing the procedures and requirements of the departments of state and municipal public administration, which will allow public knowledge that allows its application to citizens and businesses.

With the high demand of citizens for more and better services for state and municipal agencies, using information technologies and social networks, within the framework of transparency and access to information and accountability, a web portal created procedures and services for quick consultation, accurate and timely information for citizens and entrepreneurs called SINGLE RECORD oF aDMINISTRATIVE pROCEEDINGS PATH, which contains complete information and current of State, Municipal and Business administrative procedures and appropriate guidance to federal procedures by associating admission to Gob.mx page.

To strengthen the capacities of the State's regulatory governance, the Single Registry of Administrative Procedures (PATH) contains tools for simplification and modernization that will allow us to be more nationally competitive and internationally, providing local, national and foreign investors updated information and reliable, whether printed, scanned or online, to facilitate their arrival in the state.

With this new portal the State Government of Coahuila de Zaragoza, has determined to promote a Public Policy Regulatory Improvement and administrative simplification, to facilitate the installation and expansion of companies in the state, through reducing costs, deadlines and requirements in government procedures, in order to generate greater economic development in the state.
