Utkarsh Bangla means “Excellence through Skilling in Bengal” is the flagship program of integrated skill development steered by the Government of West Bengal.

The annual target of 600,000 persons, the programme aims at creating a pool of skilled candidates who are industry ready. Catering to youths, who are mostly from underprivileged backgrounds, it also encourages school graduates to enroll in technical trainings.

While expanding the outreach of skilling, this portal of app Utkarsh Bangla allows a cogent monitoring and capacity building of all stakeholders involved.

The app has helped in broadening the canvas of the skill ecosystem, the portal has allowed the convergence with different departments & stakeholders, including Government & private partners to deliver the mandate of skilling in a holistic manner. The portal has made the scheme accessible to most marginalized sections while creating a ready repository of trained youth for employment.

This is a end-to-end e-Services for trainees, from course enquiry till final certification and industry connect. The portal also facilitates Recognition of Prior Learning (RPL) by providing training on soft skills & entrepreneurship to persons who are already working in the unorganized sector. The app has been made the links of instrumental in providing accessibility to skill training and takes firm strides towards achieving inclusive growth.

উৎকর্ষ বাংলা ("উৎকর্ষ বাংলা" মানে "বাংলায় দক্ষতার মাধ্যমে শ্রেষ্ঠত্ব") হল পশ্চিমবঙ্গ সরকার দ্বারা পরিচালিত সমন্বিত দক্ষতা উন্নয়নের ফ্ল্যাগশিপ প্রোগ্রাম।

পোর্টালটি দক্ষতা বাস্তুতন্ত্রের ক্যানভাস প্রসারিত করতে সহায়তা করেছে, পোর্টালটি একটি সামগ্রিক পদ্ধতিতে দক্ষতার আদেশ প্রদানের জন্য সরকারী ও বেসরকারী অংশীদার সহ বিভিন্ন বিভাগ এবং স্টেকহোল্ডারদের সাথে একত্রিত হওয়ার অনুমতি দিয়েছে। পোর্টালটি কর্মসংস্থানের জন্য প্রশিক্ষিত যুবকদের একটি প্রস্তুত ভাণ্ডার তৈরি করার সাথে সাথে বেশিরভাগ প্রান্তিক বিভাগের কাছে এই প্রকল্পটিকে অ্যাক্সেসযোগ্য করে তুলেছে।

এটি প্রশিক্ষণার্থীদের জন্য এন্ড-টু-এন্ড ই-পরিষেবা অফার করে, কোর্স অনুসন্ধান থেকে চূড়ান্ত শংসাপত্র এবং শিল্প সংযোগ পর্যন্ত। পোর্টালটি এমন ব্যক্তিদেরকে যারা ইতিমধ্যেই অসংগঠিত ক্ষেত্রে কাজ করছেন তাদের সফট স্কিল এবং উদ্যোক্তার প্রশিক্ষণ প্রদানের মাধ্যমে প্রার শিক্ষার স্বীকৃতি (আরপিএল) সহজতর করে। পোর্টালটি দক্ষতা প্রশিক্ষণের অ্যাক্সেসযোগ্যতা প্রদানে সহায়ক ভূমিকা পালন করেছে এবং অন্তর্ভুক্তিমূলক বৃদ্ধি অর্জনের দিকে দৃঢ় পদক্ষেপ নিয়েছে।
